A mother's car was struck on the Kiewa Valley Highway on Wednesday afternoon near her driveway.
The oncoming car struck the side of her vehicle about 5pm, forcing it backwards onto the wrong side of the road.
A third vehicle then struck her car and flipped it onto its roof.
Seven people were taken to hospital and most were admitted.
No-one had life-threatening injuries, which police said had been incredibly lucky given the severity of the crash.
Sergeant Cameron Roberts said police still had to speak to witnesses before determining who was at fault.
“We're looking into all possible circumstances,” he said.
“These sort of things have to be approached with an open mind.
“Once all the physical evidence is looked at and all the people have been spoken to we will have a clearer picture.”

Wodonga Sergeant Wal Larkin said the incident was caused by driver error, with police investigating who was at fault.
“There was no alcohol involved,” he said.
“It was driver error.
“The road conditions were not the cause.”
The vehicles were all badly damaged and had to be towed from the scene.
Despite the crashes and the fact one of the vehicles ended up on its roof, none of the occupants were trapped in the cars.

“It’s incredibly lucky,” Sergeant Larkin said.
“The police and CFA members who attended were faced with a lot of injured people.
“There was the propensity for it to have been a lot worse given the type of impact and the speeds that were involved.
“It came down to driver error.”
Police believe the mother, who was with her children aged 4 and 5, had been arriving at a home when her car was struck.
“Those injured were taken by ambulance to Albury and Wodonga hospitals,” he said.
“It just shows that people have to remain vigilant at all times whilst driving.”
Emergency services spent several hours at the scene of the crash.
Police and firefighters from several areas were called to the site.
A section of the highway had to be closed to traffic after the accident.
Motorists were urged to avoid the area near Connors Lane with diversions put in place.
The incident followed several crashes where cars hit trees that had fallen in high winds during recent wild weather.
