The 44-year-old father of two said he would bring small business, education and youth employment to the table as a candidate at this year's election.
He works as business development consultant at Wodonga TAFE and is a board member at the Wodonga Chamber of Commerce.
Mr Rogers said decisions must be made in consultation with the community.
“I see lack of effective communication as being one of the biggest issues,” he said.
“There is currently a disconnect between local government and ratepayers.
“There is a strong desire for community leaders to be transparent and truthful.”
Mr Rogers said he hoped to bring first-hand experience to the table, through his involvement with the chamber, TAFE, the Ovens and Murray Football and Netball League and the Wodonga Basketball and Netball associations.
